Update information for this build

Our build number explained.
You may have noticed I have started to use a build number recently... this has many advantages including...

1. They let everyone know which phpBB version the build is concerned with...
2. They give us the build reference (so we know which is the most recent) without the need to constantly increase the portal version number...
3. All build are release after a complete test install (phpBB, AutoMod, UMIL and SGP)...
4. By keeping old build in the SVN I can more easily solve members problems, i.e. the build remain in the same state as it was released making tracking much easier.
5. Builds are essential if I am to write update scripts in the future... I simply compare each build and generate the required scripts...

A sample of a complex number system, it's really informative... 306-105-112:100
phpBB 306, SGP 105, build 112 SVN 100

• Added back the missing Quote Block code, no idea where it went but it's back...
• Updated install to remove cloud captcha mod... I like it but we can do better...
• Correct any new code for WC3 (strict compliance) No Errors or warning...

The current Build 306-111rev60 Is there and database changes from 1.03? I think that was 306-106, 306-108
